Midland Central Appraisal District Budgets Total was $5 Million in 2024
As property values are one of the main factors in property taxes, the Midland Central Appraisal District (MCAD) is quietly one of the most important organizations in the county. Despite its importance, the district has a small budget and an even smaller roster to survey one of Texas’ top counties. This opens it up to errors, which can be exploited with property tax appeal. Texas property owners should protest annually since YOU can spend YOUR money better than the government.
MCAD Operations and Budgets
For taxes to be calculated, property values must be multiplied by tax rates. There are dozens of taxing bodies across the county that create rates, but only MCAD can appraise properties. This makes them vital to both the county and the taxpayers. Because their work is so important, it is surprising the small amount of resources the district is given to succeed.
While this often leads to inaccurate values, it does open the opportunity for savvy taxpayers to take advantage of the situation with property tax protests . If you are thinking of launching an appeal, join O’Connor and get support from one of the nation’s oldest and largest firms. With over 50 years of experience, O’Connor is a Texas-based firm that knows how to get the best results at every stop on the protest ladder.
Total CAD Budget Including ARB
The budget for MCAD has been growing over the past decade, culminating in a 2024 total budget of $5.75 million. Unlike many counties, Midland has ensured that the CAD has seen an increase in funding every year, rather than simply letting it linger below where it should be. The appraisal review board (ARB), an impartial board of experts that referees formal appeals, has not seen a large increase. In 2024, the entire ARB was only $191,500.

Texas property owners should protest annually since Appealing annually helps the appraisal district avoid over-taxing a property for both market value and unequal appraisal.
Total Amount of Property Taxes Levied
MCAD does not levy or collect taxes, but they still have a big influence on how much comes out of the pockets of taxpayers every year. In 2024, over $692.80 million in taxes were handed out, the second highest ever. 2024 was the first time that the levy saw a retreat since 2021. Midland County often sees its fortunes tied to the booms and busts of the oil business, so this decrease could certainly be tied to that. Midland has an unfair reputation as an overly wealthy and overtaxed county.

Texas property owners should protest annually since Valuation is a subjective matter where reasonable people can differ.
FTE Positions in Total Budget
Along with the budget, MCAD has also slowly grown in full-time equivalent (FTE) employees. In 2024, there were 37. While not an impressive number, these were the most ever for the CAD. In 2014, there were only 25 FTEs, so this does show extensive growth. Still, Midland is a large county, and this improved number is certainly still inadequate, even with improving technology.

FTEs Assigned to Property appraisal
The roster of FTEs shrinks much further when it is revealed how many are actually appraisers. Of the 37 employees, 14 were appraisers. The remainder handled all other duties. Of the small squad of appraisers, six handled residential real estate, three took care of commercial, and five were responsible for everything else. While those dedicated to businesses stayed the same, the county did add two more appraisers to residential duties. This was the most appraisers focused on homes since 2016.
